EduCampus executed a contract with Interleaf Technology LTD in September 2021 for a three-year period under the terms and conditions of the existing Framework Agreement. As the end of the contract end date approached, EduCampus initiated the procurement process for a new framework agreement. This included publishing an RFI (RFT 237277) and completing the subsequent engagements with participants. Based on the RFI process and the experience of previous contracts, a Statement of Requirements was then completed, and a business case submitted for approval to move forward. Given the criticality of the service and significant cost of investment, the business case submission and review process took longer than planned. This approval has now been received and EduCampus plans to publish a tender for a Library Services Platform for the Higher Education & Research sector, including existing and future EduCampus clients within the next 8-12 weeks. As EduCampus will use the Competitive Dialogue procedure, it is anticipated that this tender process will take at least one year. Should the outcome of the tender process result in the appointment of a new supplier, the migration to a new system would be a 12-month project. The cost, effort, time and associated risks to run a large-scale tender to cover the interim 2-year period would be highly disruptive and detrimental to the EduCampus client community and the sector at large. Thus, it is for this reason and the continuation of critical service for clients, EduCampus has agreed a further 2-year contract with the existing supplier, with the option to extend for one further year if agreed by both parties and deemed necessary, with a total estimated value of €750,946.00 (ex VAT). The modification of contract is in line with Article 72 of Directive. The modification does not alter the overall nature of the contract and framework agreement. The estimated cumulative maximum value of the Framework Agreement with Interleaf Technology LTD, as concluded in 2017, is €5M – the modification of the contract does not alter this Reasons for modification: Need for continuation of critical services by the original contractor/concessionaire (Art. 72(1)(b) of Directive 2014/24/EU).
