For the remaining project duration, GESIT intends to contract an international consultancy company to support the implementation of the project. A coordinator with international expertise as well as key and short-term experts are needed to contribute to all four intervention areas of the project with the overall objective to enable selected public and private stakeholders to promote employment in green jobs inclusively. The overarching task of the contractor is the provision of high-quality technical and methodological expertise and advice in the following areas: - Supporting the National Statistics Office and the Ministry of Manpower to calculate and analyze green workforce data on the basis of the National Labour Force Survey and to support capacity development of the Government of Indonesia to implement and utilize sector-specific labour market projection studies; - Raising awareness about the Indonesian Green Jobs Roadmap and Green Workforce Programme, and advising selected Ministries in developing strategic documents in coordination with the National TVET Coordination Team to implement the Green Jobs Roadmap and Green Workforce Programme in their field of responsibility; - Capacity development of the Indonesian Chamber of Commerce and Industry (KADIN), the Indonesian Employers Association (APINDO), and relevant industry associations in the fields renewable energy, circular economy, and forestry to raise awareness about the green economy and green jobs among their member companies, as well as to plan, guide and assess pilot interventions of the private sector to promote green jobs and to subsequently support the formulation of targeted policy recommendations based on the insights gained; - Existing upskilling curricula for green jobs in the fields renewable energy and energy efficiency, forest conservation, and circular economy, available in Germany, Europe and other countries, and good practices of designing and implementing upskilling courses for green jobs to ensure inclusivity, especially for women; - Developing new or adapting existing curricula, trainer and trainee materials, piloting and scaling up upskilling modules for green jobs; - Advisory services to partner Vocational Education and Training (VET) institutions, companies and teacher training institutes, among others on digital innovation and inclusive or gender transformative approaches in the design, delivery and sustainable scaling of training modules relevant for green jobs; - Developing a comprehensive reskilling concept for green jobs, and testing the reskilling concept with a pilot target group; - Advisory services on green employment promotion, green skills development, development of green MSMEs, and gender equality and social inclusion (GESI) as needed by project partners at the local level in all three pilot provinces; - Organizational development of local multi-stakeholder partnerships, development of workforce development strategies or plans of provincial governments, and facilitation of exchange and peer learning formats between pilot and other provinces, and with other regions or provinces at the international level; - Technical and analytical expertise in the framework of a Green Workforce Study, as well as expertise on results-based monitoring, on building online databases and dashboards, and on utilizing artificial intelligence (AI) for improved coordination and monitoring of the VET system. Required inputs are: - Coordinator with international expertise: 124 expert days in the country of residence and 20 expert days in Indonesia - Key experts with national expertise: 216 expert days in Indonesia - International short-term experts: 90 expert days in the country of residence and 90 expert days in Indonesia - National short-term experts: 800 expert days in Indonesia - National senior short-term experts: 300 expert days in Indonesia Additional travel and workshop costs need to be considered.
