Switzerland – Miscellaneous services – Mandate - Third party monitoring (TPM) services covering Swiss-funded projects in Ukraine: 01.06.2025 to 31.12.2028 (3 years 7 months) - 2 Lots

The implementation of the mandate aims to enhance quality assurance and improve learning and results for projects over the three areas of the international cooperation engagement, being i) economic recovery, ii) public sector service support and reform, as well as iii) protection of civilians. Main services for Lot 1 include input and output level monitoring assignments, the creation of monitoring reports, the execution of partner risk assessments, reviews of procurement processes of Swiss implementing partners and regular briefings and meetings with the Swiss Cooperation Office in Kyiv.

As part of the support in the area of economic recovery, Switzerland foresees several measures to include the Swiss private sector in the reconstruction efforts of Ukraine. These so-called Private Sector Measures will be implemented in close cooperation with Ukraine and in a manner that complements Switzerland's existing international cooperation efforts. Requested services for Lot 2 include Monitoring of the Private Sector (PS) Measures at Output, Outcome and Impact Level; Full project cycle monitoring support: from designing and planning the monitoring of programs/projects, to data collection, data analysis, presentation of insights, and developing proposed steering measures; Organization and coordination of technical and financial audits by external parties: Analyse the implementation mechanism of the PS measures and formulate adjustments if needed.
