Danish Ministry of Defence Acquisition and Logistics Organisation (Hereafter "DALO") intends to enter into a Framework Agreement regarding military backpacks and pouches. The framework agreement is divided into 2 lots. Tenderers may choose to submit offers regarding either or both lots. Lot 1: The Agreement concerns multiple backpacks with different special military functions, hereunder: - Small 30-40L Backpack (Daypack) - A 65-75L Backpack - A 120-150L Backpack - Sidepockets to fit on Backpacks - Heavy load carrier - Combat Medical Backpack - Medic Daypack The Danish soldier and emergency personnel will use the backpacks for educational, tactical and operational tasks, both nationally and internationally. The backpacks must have adjustable harnesses to ensure an ergonomically fit to the individual soldier’s anatomy with a short or long back, broad or narrow shoulder. The harness includes adjustment options on the back piece, shoulder straps, breast strap and hip belt. The backpacks and sidepockets must be comfortable to carry while standing, walking, running and laying on the ground in shooting position. The Danish soldiers work in different environments regarding weather and climates, and the backpacks must be functional and durable throughout the change of weather. The backpacks will be used intensively for long periods of time, and will be carried physically by soldiers or loaded on vehicles. The backpacks must endure being dragged over uneven surfaces, being transported over water and get thrown with a heavy load from or onto vehicles. The standard backpack, the heavy load carrier and the medical backpack may be worn while the soldier is wearing the body armour system PICO MV/Brokosbelt supplied by TYR Tactical, US. The backpacks and the PICO MV/Brokosbelt shall be compatible. All backpacks must have MOdular Lightweight Load-Carrying Equipment (MOLLE) system to make it customisable with other pouches and attachable side pockets. The products are in most cases required to fulfill very specific military requirements, e.g. Multicam(R) pattern, NIR coating to hide the light signature of the products and special camouflage patterns as further described in the Agreement. The Agreement shall ensure DALO’s supply of backpacks for a period of 7 years from the commencement of the Agreement. The Agreement entails the following obligations which shall be the Supplier’s responsibility to achieve: 1) After Commencement of the Agreement, the Supplier shall fulfill a list of pre-conditions as part of an implementation period. The pre-conditions requires the Supplier to submit design documentation of products part of the Agreement. In addition, the implementation period requires that the Supplier shall submit 3 samples of all products included in the tender, for DALO’s quality assurance. The implementation period is limited to 9 months from Commencement of the Agreement, but may be shortened if the pre-conditions can be achieved faster. Failure to fulfill the pre-conditions within 9 months will give DALO the right to terminate the Agreement. 2) Design and production of custom backpacks, tailored to meet special demands that DALO has for the final products, 3) Minor design changes to the offered products upon DALO's request 4) Training in the correct use of the products offered, 5) An integration design between the offered backpacks, and DALO’s existing BROKOS belt (Combat MOLLE belt) to allow for weight transfer between the two products. 6) During the Agreement, the Supplier will be required to be able to change the camouflage pattern from the offered pattern to DALO's own pattern.
