Ireland – Environmental engineering consultancy services – Provision of consultancy services related to undertaking of statutory SEA and AA processes for land use plans, amendments to land use plans and Variations to the Kildare CDP Plan 2023-2029

Proposed SEA and AA Services 1. Land Use plans 2. Amendments to Land Use Plans 3. Variations to the County Development Plan 4. Assessment of other Plans in the land-use planning sector addressed by S.I. 436 of 2004 The appointed consultant may be instructed, by and at the discretion of the Contracting Authority, to carry out SEA and AA for some or all the above-mentioned land use plan types. Kildare County Council have an indicative work programme that includes the following items: Type Item Indicative timebound target Land Use Plans Various Local Area Plans to be replaced as per statutory timelines Amendments to Land Use Plans Integration of Naas North-West Quadrant masterplan into LAP H2 2025 Variations to the County Development Plan Integration of smaller settlement “Town Plans” into the CDP, as required by legislation (e.g. as per Kilcullen Town Plan integration under preparation) Update to Core Strategy following completion of NPF Update and RSES Integrating s28 Guidelines for Planning Authorities into CDP No specific commitments. Sustainable Residential Development and Compact Settlements GPA to be integrated, as resources allow. Integrating land use strategies into the CDP • Strategic Employment Locations Study Q4 2024 • Urban Neighbourhood Parks Strategy Q4 2024 • Active Recreational Infrastructure Study Q2 2025. Integrating updates to land use policy and development management standards • Car Parking Standards and related policy / standards – Q1 2025 • Landscape Character Assessment Q2 2025. Other land use plans Masterplans Naas North-West Quadrant Masterplan Q3 - 2025 4. SUMMARY OF SERVICES REQUIRED 4.1 Strategic Environmental Assessment (SEA) (a) Screening for Strategic Environmental Assessment (SEA) (b) Undertake an appropriately scaled Strategic Environmental Assessment for the preparation of each Plan and Variation, if deemed necessary, Various steps are involved in the preparation of an SEA and include the following: i. Scoping (determining the range of environmental issues to be covered by the SEA) ii. Preparation of a Draft SEA Environmental Report iii. The carrying out of consultations iv.
