The contractor"s role in the programme involves providing technical assistance to strengthen regional health systems, with particular attention to improving pooled procurement mechanisms, regulatory harmonization, and the overall availability of health commodities. These services will directly contribute to 1) increasing regional preparedness by increasing the availability of essential medical products in response to health crises such as the Mpox outbreak and 2) improving the availability of medical commodities for sexual and reproductive health (SRH). The contractor will be responsible for delivering services across three primary work packages: strengthening pooled procurement systems, regulatory harmonization, and other cross-cutting initiatives. These work packages will be integral in achieving the goals outlined in the project"s specific outputs. Work Package 1 focuses on improving the EAC"s ability to efficiently procure health commodities, particularly during pandemics and for SRH, by enhancing its pooled procurement mechanisms (PPM). Work Package 2 focuses on improving the regulatory frameworks in the EAC region for the approval and distribution of medical products, including vaccines, medicines, diagnostic kits, and SRH commodities. This package emphasizes the need for greater regulatory alignment across EAC partner states and supports the establishment of an enabling environment for regional pharmaceutical production. Work Package 3 aims to provide essential cross-cutting support to all work packages, ensuring that activities are well-coordinated and aligned with broader regional and continental health initiatives. The focus will be on capacity building, inclusivity, and creating sustainable systems for long-term success.
