The Norwegian Labour Inspection Authority oversees and guides entities nationwide, and thus requires passenger cars. The framework agreement is for leasing approx. 25-30 passenger vehicles during the agreement period. Most of the vehicles shall be delivered from Trøndelag and south, but deliveries in the northernmost counties may also be relevant. We start from an annual driving distance of 15,000 km per vehicle. Deviation from this will be announced by the contracting authority by call-offs. The delivery shall also include a contract for service, maintenance, repairs and tyre hotels. We are looking for a tenderer who can have high proximity to the places included in the framework agreement. Tenderers shall offer everything in the procurement, it is not open to offering parts of the enquiry or alternative tenders. Sub-suppliers can, however, be used for the delivery of parts of the contract. The tenderer will then be responsible for the sub-contractors ́ fulfilment of the contract. Cf. the Regulations on Emissions Requirements for vehicles with public procurements for road transport, the procurement shall ensure that the vehicles in public entities contribute to promoting and stimulating the market for zero emission systems in road transport. Environmental requirements for passenger cars (M1) is 0 g CO2/km. We may deviate from environmental requirements if charging possibilities at the office location and/or developed charging infrastructure in the area where the vehicle shall be used is not available. This means that we primarily request electric vehicles, but that at some locations there may be a need for different types of vehicles, but with the lowest possible CO2 emissions. The contract has an estimated value of approx. NOK 9 million excluding VAT, including any options. The contracting authority draws attention to the fact that the estimated value and volume are not binding for the contracting authority, only meant as a legal basis.
