Norway – Repair and maintenance services of medical and precision equipment – Intention notice - Service for the Norwegian Armed Forces' dental equipment

The Norwegian Defence Materiel Agency (NDMA) intends to enter into a framework agreement with Dental Sør AS for service and maintenance of the Norwegian Defence ́s dental equipment, without a competition notice, cf. the Procurement Regulations (FOA) § 13-4 (b) no. 2. The framework agreement mainly comprises preventive and corrective maintenance, as well as access to spare parts and other natural additional services for the service and maintenance. NDMA has revealed through a market survey and attempt at competition that there is only one supplier in the market who has access to the correct spare parts and competence in order to provide service and maintenance of the Norwegian Defence ́s dental equipment. The competition is therefore impossible for technical reasons, and the terms for holding a procurement without a competition are met, cf. the Public Procurement Regulations § 13-4 (b) no. 2. An intention notice is published in accordance with PPR § 21-5. Objections to the intention of signing the contract shall be sent to The Norwegian Defence Materiel Agency in the communication module in Mercell, within 10 calendar days calculated from the day after the notice of intent has been published.
