The requirements cannot be applied to the municipalities together, but only against the municipality, which may have caused a contract deviation. In the event of a municipal merger in the contract period, the framework agreement can be transferred to a new municipality/legal unit that the municipality becomes part of. Each municipality also has the right to terminate the framework agreement in the event of a municipal merger. Other municipal entities, including public law bodies and organisations formed by Harstad municipality, have the right, but are not obliged, to join the contract. The aim of the procurement is to establish a framework agreement for the hire of workwear and textiles, including associated services such as washing, collecting and delivering. Harstad municipality has its own laundry at Bjarkøy. Care in island communities is therefore exempt from this agreement. These entities shall have an option to join the contract on verbatim terms at a later date. Based on statistics, the annual consumption is estimated to NOK 7,000,000 for both municipalities combined. The estimate is not binding for the contracting authority and the actual amount will vary according to budget and activity level. An upper total limit has been set for the contract ́s value of NOK 35,000,000 for the entire contract period, including options.
