Peace and development have eluded Mindanao, the southernmost island region of the Philippines, for decades. While it is known as the food basket of the Philippines due to its fertile lands and rich natural resources, seven of the ten poorest Philippine provinces are in the region. To this day, violent conflicts between ideology-based armed groups and the Philippine government, as well as land and environmental conflicts, have shaped the political, social, and economic landscape. To address these challenges, the government of the Philippines adopted the Mindanao Peace and Development Framework Plan for 2017-2022, which is complemented by the regional Caraga Roadmap to Peace and the Peacebuilding and Development Framework and Agenda for Northern Mindanao. These frameworks laid out an integrated approach to strengthening cooperation between local government, civil society, and the private sector to address the root causes of conflict in Mindanao. Given the broad thematic and regional scope of the peace and development agendas, state and non-state actors require greater capacities and instruments to coordinate the agendas" inclusive implementation. In response to the foregoing situation, the Philippine Government with support from the European Union and the German Government, conceived the project Strengthening the Implementation of Regional and Local Peace and Development Agendas in Mindanao (SPADe/MinPAD-RISE). The project being implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) started on January 2021 and ends in June 2025. It has set the goal to contribute to a peaceful, cohesive, secure, and inclusively developed Mindanao. To this end, the capacities of state and non-state actors to support the implementation of peace and development agendas will be strengthened and the development of agricultural value chains will be promoted. Among others, the SPADe project aims to develop the institutional capacity of the Mindanao Development Authority (MinDA), one of the key political partners of the project. The core objective of the tender is to improve the performance, capacities and competencies of MinDA"s human resources on a division and individual level by designing, implementing and monitoring the following four comprehensive Capacity Development Programs for MinDA: 1) Executive Leadership Program; 2) Middle Management Development Program; 3) High Potential Leadership Development Program; 4) Administrative Professional Development Services Program. The comprehensive capacity building of several levels of the MinDA personnel structure in a coordinated manner shall also foster an organizational harmonization of individual knowledge approaches and methodologies and shall result in a better understanding of the mandate and tasks in between divisions and departments. This is expected to enhance the organizational performance of MinDA to fulfil its mandate. In addition, and given the core objectives of MinDA, it is expected that the increase in competencies at the individual and organizational level will further contribute to positive developments at the societal level, in particular to a promotion of peace and socioeconomic development.
