GIZ is seeking a contractor for the supply and management of short-term expert services to support the implementation of the PAIReD programme in all five output areas. The tenderer"s services will be part of the overall programme approach and will therefore follow the same strategy and objectives. The services will be delivered through a pool of national and international short-term experts in form of technical and administrative services related to the key result areas of the programme (i. Domestic revenue mobilization, ii. Expenditure management, iii. Participatory data-based land-use planning, iv. Accountability and anti-corruption) as well as cross-cutting areas such as process management, organisational development, human capacity development, digitalisation and gender mainstreaming/gender-responsive budgeting and planning. The assignment encompasses the provision of two pools of short-term experts (STEs): - One pool of internationally experienced experts with expertise in the areas of public finance; urban development and policies, local governance and land-use planning, public auditing, anti-corruption, accountability and civil society work - One pool of nationally/regionally experienced experts with expertise in the areas of public finance; urban development and policies, local governance and land-use planning, public auditing, anti-corruption, accountability and civil society work - A long-term national expert, referred to as the "pool manager", must be employed by the contractor. He/she will be responsible for the operational management of the two short-term expert pools (STEP). The pool manager shall be permanently posted in Accra, Ghana. Concrete tasks include (but are not necessarily limited to): - Managing the two STEPs (international and national/regional), who provide their services in the key intervention areas of the programme. The contractor is responsible for selecting, preparing, training and steering the experts assigned to perform the consultancy tasks - Joint planning of each individual assignment of any STE together with the programme and its partners - Contracting STEs and managing all related administrative issues (including travel arrangements) - Managing STE"s assignments, ensuring quality of services and timeliness of agreed deliverables (including products and reports) - Supporting the programme team in drafting terms of reference (ToR) to define experts" assignments, concept notes, and others - Coordination with and reporting to the programme team. The contractor is expected to make experts" services available on a demand-driven basis. All necessary expert assignments will be jointly identified by the programme and its partners and closely coordinated with the contractor by the programme staff. For each expert"s assignment the contractor needs the final approval by GIZ. The programme follows a results-oriented approach that requires a high level of flexibility and adaptability. This implies that although required services will in general follow the provided examples and thematic areas, the exact activities and milestones cannot be exactly defined at this point. Further refinements will be required throughout the implementation of the contract in close cooperation between the project and its partners.
