Norway – Administration, defence and social security services – Prequalification for a competition for the procurement of consultancy services within area planning and building applications.

The Norwegian Building Quality Directorate (the Contracting Authority) shall enter into a framework agreement with 3-5 tenderers for the procurement of consultancy services. In 2020-21 the Contracting Authority carried out a pilot project with four municipalities. As a result of the pilot projects, the methodology was prepared to make existing plans facilitated for self-service in the planning and building application process. The methodology includes i.a. measures to improve the clear language, facilitate better visual representations and clarify requirements and frameworks that are relevant in building applications. The municipalities shall offer assistance in piloting the project to make current plans "dream plans". In order to support the municipalities in this work, the Contracting Authority needs consultants who can assist in a resource group. The resource group shall mainly consist of persons with relevant planning, building applications and service design competence who can assist the different pilot municipalities with professional competence during the piloting process.
