Belgium – Financial management consultancy services – Provision of advisory services to the European Commission via a European centre of expertise in the field of employment and labour market policies (ECE)

The subject of this call for tenders is to provide advisory services to the contracting authority within this framework of a European Centre of Expertise. This includes providing specific analysis of the present and planned implementation of country specific recommendations, the provision of analysis of practices implemented by employment services, social partners, civil society organisations and other practitioners on the ground and assess their efficiency and return on investment, so as to improve future policy proposals as well as to report on and assess labour market dynamics, trends and policies in specific countries. The assessment scope of the contract will refer to a wide array of employment policy areas, linked to analysis undertaken by the Commission in the context of the European Semester. These include for instance geographical and occupational labour mobility, labour market transitions, labour market participation, labour market functioning, policies addressing segmentation, social dialogue, active labour market policies (ALMP) and Public Employment Services (PES), adequate and employment oriented social security systems, quality of work and work-life balance, job creation potentials, gender equality, skills supply, labour productivity, technological change, lifelong learning and education-training systems, wage setting mechanisms and labour cost developments, unemployment issues (including long-term unemployment and youth unemployment), entrepreneurship and self-employment, work-time arrangements, discrimination in the labour market, tax wedge on low wage earners, active ageing and working life duration.
