Norway – Communications system maintenance services – Maintenance SISAM RCS

On behalf of The Norwegian Defence Materiel Agency and the Norwegian Defence, The Norwegian Defence Materiel Agency intends to enter into a new one year extension of the current contract with EIDEL AS for maintenance of THE RCS (Radio Control System) in SISAM. SISAM is a core system for secure communication between ground systems and fighter jets. The system is specially adapted to the Norwegian Defence ́s needs and it has a number of integrations with other systems. Maintenance of the system is decisive for the radio system functioning as intended. The contract will be valid for 1 year, with a total value of NOK 3,226,588 excluding VAT. A concrete assessment has been made that suggests that The Norwegian Defence Materiel Agency and the Norwegian Defence ́s need for maintenance of RCS in SISAM can only be covered by the supplier EIDEL AS. The procurement will be carried out as a negotiated procedure without a prior notice, cf. FOSA § 5-1 (3), cf. FOSA 5-3 letter c if the performance of technical reasons or for the protection of sole rights can only be performed by a particular supplier. Norwegian Defence Materiel Agency intends to enter into a contract with EIDEL AS for one year, from 01.01.2025 – 31.12.2025, if there are no objections before the waiting period expires, which is ten days after the date of the intention notice.
