Netherlands – Boats – Delivery of maritime USVs for the Netherlands Royal Navy (RNLN)

The contract concerns the urgent procurement of two (2) uncrewed surface vessels (USVs) – together with the necessary spare parts, documentation, training and transport – for the Royal Netherlands Navy (RNLR). The delivery within a very short timeframe is essential to maintain the defence capability of the Kingdom of the Netherlands, including its Caribbean territories, and is therefore considered as a crisis situation. The identified need cannot be met within the required timeframe through a regular or accelerated EU tender procedure with prior publication, taking into account the time necessary for preparation, publication, tendering and evaluation. To ensure urgent delivery resulting from this crisis situation, the Contracting Authority followed a single source procurement procedure (under Dutch law: onderhandelingsprocedure zonder aankondiging in verband met de urgentie van een crisissituatie to ADV art. 2.23 l 1d).
