Ireland – Commodity brokerage services – Establishment of a Qualification System for the Provision of Fuel Hedging Services to Córas Iompair Éireann

CIÉ uses fuel hedging to fix our cost position with respect to the supply of diesel. This activity is governed by the CIÉ Treasury policy. Fuel Hedging is exempted from the Public Procurement Directives as the activity is covered by a process referred to as “Contract for Difference”. However, in accordance with the requirement of the CIÉ Group Procurement Policies and Procedures the existence of the Qualification System will be advertised in the OJEU in order comply with the principles of equal treatment and transparency. The establishment of the Qualification System will provide CIÉ with a mechanism to run a tender process for each fuel hedge transaction.
