Montenegro – Other community, social and personal services – EU 4 Public Administration – technical assistance to Montenegro in support of public services provision and human resources management

The overall objective is to assist the Government of Montenegro and in particular the Ministry of Public Administration to effectively and efficiently implement the PAR strategy 2022-2026 and its Action Plan. The focus will be on supporting public authorities in providing high quality services to citizens and businesses, including their simplification and digitization, as well as on supporting the establishment of a Human Resources planning and management system based on identified needs, de-politicization and merit based recruitment procedure.
