The Expert Pool will serve as a database of experts to support the implementation of the AWARE Project. Specifically, the expert will assist in providing support services in the fields of human rights and gender equality to the project partners, in an effort to implement continental commitments on the protection and promotion of human rights and on gender equality and women"s empowerment. The expert pool will provide services that address both institutional and programmatic priorities of project partners. Due to the very broad landscape of partners, it was decided to make use of an expert pool as a support mode of delivery for partners. An expert pool will allow for more targets, efficient and responsive support to the requests of the various partners. The GIZ-AU AWARE Project includes interventions that implement continental policies and allow citizens to benefit from them. The project design is guided by Agenda 2063, and several policies and protocols addressing issues relevant to underserves communities in our societies such as women, youth, indigenous peoples, persons with disabilities, and the elderly. Broader continental initiatives such as the Women & Youth Financial and Economic Inclusion Initiative (WYFEI), along with smaller more targeted measures are supported in support of both citizens/CSOs and the "duty bearers" i.e. the institutions and agencies that have the mandate to implement the policies. A Contractor is required to provide technical assistance in 3 key areas of support, namely access to rights, access to resources and access to representation. Within these areas, the expertise range from human rights, women and youth"s empowerment, women & youth"s political and economic representation, organizational development, strategy development, facilitation of processes. A team of experts shall be provided by the Contractor with expertise in the areas identified above. Detailed information on the profiles can be found in the tender documents: Output 1 "The capacities of the AU and other actors to protect and promote women"s rights in Africa are strengthened". Output 2 "The capacities of the relevant AU actors to improve women"s access to economic resources are strengthened". Output 3 "Women"s equal participation in economic and political decision-making processes at continental, regional and national levels is strengthened". Close collaboration with project partners as well as coordination with the GIZ project team in Addis Ababa will be required. The Contractor may be a single firm or a consortium of various consulting firms. The involvement of consulting firms from African countries within subcontracting or joint venture arrangements will be permitted. The estimated duration of the contract is 19 months from the contract award (anticipated late November 2024).
