The service described in the Terms of Reference is tendered by Output 1 and relates to the development of financing instruments and project concept notes to promote renewable energy and energy efficiency in Côte d"Ivoire. ProFERE is engaging a contractor to assist the project in its mission to advise the Ministry of Energy, other ministries, and government-affiliated agencies in the development of financing instruments to co-finance RE/EE projects through the national financing facility FONAME established for this purpose. Additionally, the contractor will support the project in the process of further developing project ideas into project concept notes that can be submitted to international climate funds, such as GCF, GEF, FFEM and the Mitigation Action Facility (formerly NAMA Facility) to promote RE/EE in Côte d"Ivoire. By the end of the assignment, the managing bodies of FONAME are supposed to dispose of a minimum of four additional instruments, on top of the manual of procedures which is counted as one. Examples of instruments may be funding regulations and selection criteria tailored to specific measures/technologies co-financed through FONAME or communication material. To define the type of instruments that are to be developed, the contractor is expected to conduct a thorough analysis of FONAME, its managing bodies as well as its areas of interest at the beginning of the assignment. In parallel, the contractor is mandated to (further) develop at least two project ideas into project concept notes that hold the potential to be selected by international climate funds to promote green energy projects in Côte d"Ivoire. Before the start of the contract, ProFERE will collect project ideas within the framework of a reflection process with national stakeholders. The contractor is assigned the task to further develop two project ideas in accordance with the general assessment criteria of the climate funds that are targeted. Examples of such criteria are, ambition (potential for transformational change, financial ambition or mitigation potential), feasibility (project rationale, design) and eligibility of the proposed implementing organization(s). The service contract is divided into three work packages: (1) Diagnostic study of the target sector and FONAME (2) Advising the managing bodies of FONAME in the development of instruments to co-finance RE/EE projects (3) Development of two project ideas into project concept to leverage finance to promote RE/EE in Côte d"Ivoire
