The Technical Assistance (TA) is funded through an EIB grant facility created to support the Economic Resilience Initiative (the “ERI”). This TA is expected to contribute to the ERI objectives by: • Promoting economic growth, uncapping potential additional private sector led economic growth, thus further developing and sustaining long term employment opportunities among well performing and promising small and medium private sector enterprises; • Enhancing social inclusion and access to sustainable jobs by vulnerable segments of the population, thus fostering the economic resilience of BiH; • Introducing best lending and advising practices in terms of products and support available to currently underserved group of dynamic Small and Medium-sized Enterprises (the “SMEs”) in need of additional capital and financial resources in order to secure long term growth and access to new markets; • Enabling SMEs to access capital resources reaching a better and more balanced financial profile able to facilitate the expansion of their business; • Fostering higher levels of financial sophistication and inclusion in SMEs sector. This is achieved thorough provision of innovative financial and non-financial services tackling problems associated with lack of specific knowledge about capital market’s functioning, their benefits and requirements of at SME level. This assignment will be conducted in Bosnia and Herzegovina (“BiH”). The Promoters will be commercial banks in Bosnia and Herzegovina. The EIB is offering an Impact Incentive Loan for SMEs and Mid Caps (the “Loan”) to support social enterprises and other SME and Mid- Cap companies (collectively the “Final Beneficiaries”) in BiH who commit to realize investments that generate positive socio-economic impact and sustainable growth (the “Project”). The Promoters will on-lend the proceeds of the Loan to Final Beneficiaries who agree to achieve certain Impact Key Performance Indicators (“Impact KPIs”) in the following areas: gender equality, youth employment and social inclusion. This TA operation is an integral part of the Project aiming to support its successful implementation. The initial duration of this contract is 24 months.
