The development of hydrogen production from renewable electricity is an important part of France's and Europe's decarbonization plan. Given the expected volumes of hydrogen, all decarbonized sources of electricity such as offshore wind must be utilized. In this regard, EDF power solutions aims, through a pilot project, to develop an innovative solution for hydrogen production by electrolysis at sea and the storage and transport of the hydrogen produced by ship to the port, thereby providing a significant boost to an emerging industrial sector The development of the project requires the completion and submission to the State services of an application file for authorization under the environmental code (environmental authorization) for the construction and operation of the hydrogen production unit. 1) An environmental impact study under Articles L1221 et seq. of the Environmental Code; The scope of intervention must directly include the drafting of the initial state, as well as the drafting of measures and impacts on certain themes, and the realization of modeling (acoustic, hydrosedimentary, etc.), either directly by the candidate or with the support of expert consulting firms. 2)A Natura 2000 impact assessment under Articles L4141 et seq. of the Environmental Code, carried out on the basis of an assessment of the impacts on birds, marine mammals and habitats; 3) A hazard study under Articles L.181-2 et seq. of the Environmental Code; 4) A request for an exemption from the ban on the intentional destruction or disturbance of protected species under Articles L4111 et seq. of the Environmental Code, where applicable only. The candidate must provide proof of the expertise that accompanies it on all the topics addressed in the impact study. Where applicable, it will introduce partners to supplement the expertise required for the successful completion of the single environmental authorization application.
