Ireland – IT services: consulting, software development, Internet and support – Voluntary Ex Ante Transparency (VEAT) Notice for the Support current Rates Information Management System and make adaptions to meet the requirements of the Local Government Rates and Other Matters Act 2019

Dublin City Council gives notice to invoke Article 32.2 (b) for a derogation from tendering where the works, supplies or services can be provided only by a particular economic operator. Dublin City Council intend to award a contract to NEC Software Solutions UK Ltd for 3 years at a value of €290,000 excl. VAT. The current procured software used for the management of Rates requires to be supported on an annual basis. A number of requirements of the local Government Rates and Other Matters act 2019 will require alteration and additional development work on the existing Rates management software. The ongoing support of the current Rates Information Management System can only be provided by NEC Software Solutions UK Ltd who own the IPR for the system. In addition there is a requirement to enhance the product to meet the new legal requirements of the Local Government Rates and Other Matters Act 2019.
