Operations management support consists of providing general administrative, financial and methodological support to the Contractor throughout the design and construction period of the T15 contract, including the period of guarantee of perfect completion, as well as support with specific assistance tasks. The services requested will include the following: • Monitoring and collating the schedules of the T15 and all the parties involved in CO12 (civil engineering companies, network managers, etc.); • Ensure financial monitoring of T15 and prepare revised budget forecasts; • Provide administrative support for T15 contracts (invoicing, non-conformity, complaints, archiving, ...); • Carry out "high-level supervisory" checks; • Carry out audits or specific analyses on the T15 contract; • Assist the Contractor with the administrative monitoring of programme modification sheets, both internal to CO12 and for all worksites and interfacing agreements (including civil engineering); • Ensuring the administration and logistical management of the platform shared by the three Operation management assistance lots.
The role of the technical project management assistant is to control, supervise, and advise on technical matters relating to the execution of contract T15, to provide informed opinions, cost analysis and possible suggestions for improvement, and to monitor corrective measures as necessary in all technical areas. The services required include: • Technical monitoring, ensuring technical consistency, scheduling and completeness of tasks according to the schedule prepared and updated by T15; • Supporting TELT, in particular during all technical phases, including validation, during studies and construction, during acceptance and during the period of guarantee of perfect completion; • Analysing and validating the technical aspects of invoices issued by T15; • Where necessary, providing information on technical aspects (non-conformance, complaints, Service Orders) to contract management; • Follow, take part in and, if necessary, lead the discussions required to resolve technical interface issues (for example, on subjects covered by agreements between TELT and SNCF or RFI); • From the beginning of the project and throughout the execution of the T15 contract, identify the technical risk points of the operation (in the registers of the T15 project management, its quality system, its documentation system, etc.), propose solutions and, if necessary, provide clarifications to ensure that shortcomings are properly managed; • Initiate projects, when the subjects originate from T15, or issue a technical opinion in connection with the area T15 on the programme modification sheets for the CO12 area; • Provide, if necessary, any specific technical information (carrying out cross-studies, specific analyses, etc.) at the request of TELT. The technical assistance does not concern the excavation work or the reuse of excavated materials of the Lyon-Turin project, for which TELT already has engineers or external assistance.
