The staffing challenges in municipal health and care services are large and increasing. A lack of qualified personnel and a high absence, in recent years has led to an increasing and high use of hire from temporary staff agencies. There are, however, large variations between municipalities as regards the extent of the hire. A high scope of hire presents challenges in relation, among other things, to finances, continuity of professionalism and quality, as well as the working environment for the employees. The aim is to reduce the use of hire from temporary staff agencies. There is therefore a need for more knowledge on what characterises municipalities that have little or no use of hiring from private temporary staffing agencies to cover the staffing need and what we can learn from these. The knowledge shall be used to give advice to municipalities with the aim of reducing hiring.
